The standard is prepared according to the rules provided in GB/T 1. 1-2009.

The standard is proposed by the Ministry of Industry and Information Technology.

The standard is under the centralized management of National Technical Committee on Environmental Standardization for Electrical and Electronic Products and Systems (SAC/TC 297). Main drafting units of the standard: China Electronics Standardization Institute, China Quality Certification Center, The 5th Electronics Research Institute of the Ministry of Industry and Information Technology of China, Jiangsu Entry-Exit Inspection and Quarantine Bureau, Nayur Technology (Beijing) Co., Ltd., Shenzhen Academy of Metrology & Quality Inspection.

Main drafters of the standard: Xing Weibing, Luo Daojun, Dong Yongsheng, He Chonghui, Gao Jian, Yang Lifeng, Jiang Wenbo, Chen Zeyong, Li Yafang.

Introduction

Currently, many electrical and electronic products still contain a great amount of restricted substances such as lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers, etc. due to function requirements and limitations of production technology. If improperly disposed after being abandoned, such electrical and electronic products with restricted substances will not only pollute the environment, but cause resource wastes.

To accelerate the sustainable development of the electronic and electric industry, save electrical and electronic product resources and protect the environment, the Ministry of Industry and Information Technology together with other government sectors have prepared the relevant rules and regulations for pollution control of electrical and electronic products, brought the work of pollution control of electrical and electronic products into legal system. To better implement and direct the manufacturers on the supply chain of electrical and electronic products to control the use of restricted substances from the source cooperating with the related rules and regulations, so as to meet the requirements of the related legal regulatory documents, and advance the electronic and electric industry to accelerate the replacement and decrement of restricted substances, the standard is hereby prepared.
