Where to Find the Latest Global RoHS Exemption List

RoHS restricts the use of certain hazardous substances in electrical and electronic products and their components. However, certain applications may be exempt from RoHS restriction if it is technically or scientifically impracticable to prohibit the use of certain hazardous substances at present. In this article, we will give you a summary of where to find the latest list of RoHS exemptions.

EU RoHS Exemption

The list of RoHS exemptions is given in the Annexes III and IV of the Directive 2011/65/EU (EU RoHS 2). The picture below is an example.

Note: The deadline given above can be extended. Existing exemptions for which a renewal request has been submitted remain valid until a decision on the renewal request is taken by the Commission. If there is no renewal request, an end date will be assigned (see table below).

China RoHS Exemptions

In March 2018, China's Ministry of Industry and Information Technology (MIIT) published a list of electrical and electronic products that must meet hazardous substance restriction requirements of China RoHS and a list of RoHS exemptions (see picture below). There is no applicability deadline for each exempt application.

Japan RoHS Exemption

Exemptions are given in the Annex B of the JIS C 0950: 2008. Product which meet JIS C 0950:2008 annex B exemption criteria do not require "R" labellling even if they contain hazardous substances exceeding restriction limits. More info can be found here.

Korea GHS Exemptions

Korea RoHS exemptions are given in the Annex 2 of the Enforcement Ordinance of the Act for Resource Recycling of Electrical and Electronic Equipment and Vehicles (Korea RoHS). The exemptions are similar to those of the EU RoHS.

Singapore RoHS Exemption

There is no official list of RoHS exemption in Singapore yet. It plans to harmonize its exemption list with EU.

  • Korea's version of the RoHS, WEE and ELV directives;
  • Restricts the same 6 hazardous substances as EU RoHS 2.0;

Taiwan
  • Taiwan RoHS:CNS 15663 Guidance to reduction of the restricted chemical substances in electrical and electronic equipment;
  • Voluntary national standard restricting the same 6 hazardous substances;
  • Sets its own hazardous substance marking requirement.

USA
  • No federal RoHS-style legislation;
  • California's Electronic Waste Recycling Act of 2003 (EWRA) prohibits the sale of some electronic devices after January 1, 2007, that are prohibited from being sold under the EU RoHS directive;
  • The substances restricted are "certain heavy metals," specifically lead, mercury, cadmium and hexavalent chromium;
